Can I Apply for a Hawaii Out-of-State Medical Cannabis Card If I Have a Physician Recommendation to Use Medical Cannabis from California?

No. The Hawaii Department of Health does not accept physician certification to use medical cannabis but a state or territory-issued medical cannabis card. Therefore, if you have a physician recommendation to use medical cannabis issued in California, you cannot apply for an out-of-state medical cannabis card in Hawaii. Instead, you must possess a California medical cannabis card issued by a county government in the state to apply for a Hawaii out-of-state medical cannabis card.

How to Get a Hawaii Out-of-State Medical Cannabis Card

To get a Hawaii out-of-state medical cannabis card, follow these steps:

  • Confirm your eligibility by checking the Hawaii medical cannabis registry travel page on the Hawaii Department of Health website
  • Gather the required documents. You need a valid medical cannabis card from another U.S. state or territory and a state-issued ID from the same state or territory. Passports are not accepted
  • Visit the Hawaii Medical Cannabis portal and create an account
  • Log in to your account on the medical cannabis portal and select "Start an Out of State Application"
  • Complete the four-step process:
    • Fill out the online application form with the information required and upload the relevant documentation
    • Pay the relevant application fee using a credit card, debit card, or e-check, and submit the application to the Hawaii State Department of Health
    • The Department of Health will review the information. If your application is denied, you will receive an email notification with the reasons for the denial. You will not receive a refund. You may re-apply again with all applicable fees. This denial will not be considered one of the two terms you are eligible for in the calendar year. If the application is approved, you will get a confirmation email with instructions on how to download your medical cannabis card

  • A clear, legible, and valid photocopy of their medical cannabis card from their home state or territory

  • A valid government-issued identification. One of the following IDs is acceptable:

    • Birth certificate with a unique ID number (usually found in the top-right corner of the certificate)
    • Valid government-issued state or territory identification card
    • Valid government-issued driver’s license
    • Valid passport book (passport cards are not accepted)

    Note that the names on the government-issued ID and medical cannabis card must match. The documentation must be clear, legible, and not expired

  • A valid government-issued state ID card or valid government-issued driver's license of the minor's caregiver

  • Completed Minor Out-of-State Patient Application and Caregiver Certification form. If you share joint custody, you and the other parent, legal guardian, or legal custodian must complete the Minor Out-of-State Patient Certification

Alternatively, you may complete the minor applicants form, and the Hawaii Department of Health will contact you to ensure you are submitting all the required documents.

How Much Does a Hawaii Out-of-State Medical Cannabis Card Cost?

It costs $49.50 to apply for a Hawaii out-of-state medical cannabis card. The fee is non-refundable.

How Long Can I Use a Hawaii Out-of-State Medical Cannabis Card?

The Hawaii out-of-state medical cannabis card is valid for 60 days or the expiration date of your home state or territory medical cannabis card, whichever comes first. You can apply for this card 60 days prior to your arrival date in Hawaii. You are eligible for up to 2 terms in a single calendar year.

Therefore, if you need another temporary medical cannabis card after the expiration of your out-of-state medical cannabis card, you may renew the card for another 60 days. If you are traveling to Hawaii more than twice a year, you can apply for an in-state medical cannabis card, as Hawaii does not require residency to get an in-state medical cannabis card.

Are Caregiver Medical Cannabis Cards Required for Minors with Hawaii Out-of-State Medical Cannabis Cards?

Although Hawaii requires minors applying for out-of-state medical cannabis cards under its medical cannabis program to have caregivers, caregivers are not required to obtain separate medical cannabis cards. However, during the application for the out-of-state cannabis cannabis card for the minor, the caregiver must complete and sign a Caregiver Certification form.
